Disable User Account Control (UAC) in Windows 7
Disabling this process is recommended only as a troubleshooting step. If needed, UAC can be re-enabled once any Steam issues have been corrected.
Click Start > Run (or Windows Key + R) and type wscui.cpl and choose Ok.
Choose Change User Account Control Settings from the menu on the left.
Move the slider to the Never notify option.
Select OK and restart your computer
Re-test any issues you were seeing with Steam
Verify File Integrity
If you're encountering issues with launching Call of Duty Black Ops 2, make sure everything installed smoothly.
Aside from verifying your game cache and checking your connection with Steam, you may also need to manually run secondary installers required by this game.
Exit Steam entirely.
Browse to your Call of Duty: Black Ops 2 installation folder (Usually C:\Program Files\Steam\steamapps\common\Call of Duty Black Ops II\)
Run the following installers:
...\Steamapps\Common\Call of Duty Black Ops II\redist\vcredist_x86.exe
...\Steamapps\Common\Call of Duty Black Ops II\redist\DirectX\dxsetup.exe
